Why must I include a record of principal and earnings when I move money from another 529 plan?

Without a breakdown of the principal and earnings, federal regulations require that your entire rollover or transfer be treated as 100% earnings. If you take a non-qualified withdrawal, you may incur taxes and penalties on the full amount of the withdrawal, rather than just a portion of the earnings in that withdrawal.
